When your DNS goes down but internet is still up, how do you browse your bookmarked web pages? They contain hostnames which are converted to an IP address via DNS lookup.
Worry no more! Save your bookmark file to a backup folder, then run this Windows app on the file to convert all hostnames to their IP address. Make this a part of your regular backup procedures so that your bookmarks, which most users regularly modify, are always backed up in IP address form.
