-$ initdb -D $PGDATA --locale=C --encoding=UTF8
+$ initdb -D $PGDATA

I reverted this change because I think that it's harmless to remain
the options "--locale=C --encoding=UTF8" even after removing the
restrictions of available encoding and locale.
