This release fixes various bugs which caused services to crash. There is now proper elimination of RESTRICTED flag. Various last access timestamps were added, services now sends mode -e when someone drops a nick, and various other changes were made.

Entry messages are now not sent until after the initial burst is complete, and the default access levels have been restored. SECUREOPS have been altered so that only CMDOP access is required. The OP command has been fixed so you can op yourself with "OP #foo mynick", as well as just "OP #foo". All users can now use the CHANSERV LEVEL LIST and ACCESS LIST commands. A hack was added to allow autoop to be disabled, and default levels were changed for AUTOOP and AUTOVOICE to 51 (FOUNDER + 1), which is OFF.
