Main branch has rscompat handling of NoAggressive extra flag present, though it was 3.1 -> 3.2 format update. Clean that out.

Patches attached. main branch one drops the handling completely, S3_2 one makes check for compatibility mode ruleset stricter (i.e. don't accept NoAggressive from what is already 3.2 ruleset)
