Took a while to figure out the key words (as the ticket does not speak of "focus") but I guess you mean #42175
It would have been easier to search by "Reporter" "Equal" "alain_bkr" - result list of that query isn't too long.
i close this one and add information in #42175
it will be better with the RT tracker you talked about, or anything else than osdn which is really really bad.
Even google is lost : #42175 contains "focus" 20 times in the comments
but go to google site and do a not so advance search : "freeciv focus site:https://osdn.net/"

I thought there was a ticket on this topic, but even google does not find it (and OSDN sucks ! it is impossible to search for tickets, please move elsewhere, anything would be better than this unmaintained and broken site)
The focus is mostly random :
The expected logic is geographical, stay where we are, treat all units, then move to the closest unit on the same continent.
