Upstream has released setup-msys2 version 2.8.1. We should take it to use, if possible. What may prevents us from doing it immediately is that they have updated base msys2 to 220118, which is newer than what we currently use (update to that coming in #43719)

What may prevents us from doing it immediately is that they have updated base msys2 to 220118, which is newer than what we currently use

Initial test went through despite this, so it seems not to be an issue.
