Idea (if not implementation) to copy from FCW: In addition to Action_Odds_Pct effect, that evaluates requirements against actor player, we should have Action_Resist_Pct, that evaluates requirements against target player. This would also be consistent with Defend_Bonus / Attack_Bonus effects.
