#42936 would probably never had happened if there were clear SEX_MALE, SEX_FEMALE macros. Introduce them now.

Attached patch does a bit more than introduces the macros. It does it in a brand new sex.ch module, along with sex_by_name() method. There's a single user for the method (or the macros) in ruleset loading.
