xgettext does not accept translations for civ2 EarlyFighter's helptext "250% defense..." as it thinks it's in c-format and the translation should have same "%" qualifier as the original.

This is much more serious than the usual xgettext warnings. This is an hard error when .po file contains translation for the string in question.
