I realize it's a bit late to *start* supporting that on Debian Buster now, after nobody noticed the shortcoming when Buster was current Debian version
But it's going to be less work for me to fix it on freeciv side than to special case older Debian versions on the run of that build test.

Ticket details:

We recently added support to find "mysql compatible" db by configurator name "mariadb-config", to support current Debian Testing (defaulting to mariadb, and not mysql).
Maybe we should add "mariadb_config" too, as used by older mariadb versions? I just encountered failure to build against mariadb in Debian Buster caused by this (but I realize it's a bit late to *start* supporting that on Debian Buster now, after nobody noticed the shortcoming when Buster was current Debian version)
