mkbindic に以下のような部分があります。

if [ -x cpp ]; then

これだと，mkbindic と cpp が違うディレクトリにある場合，
cpp がないのと同じ扱いになってしまいます。そこで，何らかの
他の手段（which, whereis など？）で，適切に処理できない
でしょうか。

一部のシステムでは、$(CPP)がフルパスにならず、単にcppになったり、
cc -Eになったりするようですね。空の入力でcppを実行できるかどうかで
判断するようにしました。
