I have an ASUS WS X299 Sage with 2 x JBOD VROC NVMe disks and the same disk is reported twice. Both disks are connected via \\.\SCSI4: with Target IDs of 0 and 1.
I see the same issue with my SIV (http://rh-software.com/) software and expect the root cause is that we don't pass the Target ID into the IOCTL_SCSI_MINIPORT/IOCTL_NVME_PASS_THROUGH calls. I don't know where to pass Target ID into the call.
Once I get this working I plan to change the disks to RAID 1 (Mirrored) and try and get that working.
