CGI:IRC is a Perl/CGI program that allows you to
use IRC from a Web browser without having to have
access to an IRC port. It does not use Java, but
it does need a browser capable of rendering
frames. It can be used on a Web page to allow
users to chat, or it can be used to access chat
from behind a firewall.

KVirc is a Visual Internet Relay Chat Client based on the Qt library. Features include a MDI user interface, drag & drop, built-in scripting language (aliases, popups and events), customizable backgrounds and colours, DCC (chat, send with resume, voice), CTCP functions, mIRC colour support with preview, notify list, online help and configurable logging.

Services for IRC Networks (or just Services for
short) provides for definitive nickname and
channel ownership, automatic channel mode setting,
memo (short message) storage and retrieval, and
greater IRC operator control over the network.

jIRCii is a cross platform Internet Relay Chat client. It is
fully scriptable using a Perl-like language called sleep. The
focus is to provide a console client experience with the
advantages of a solid GUI. It includes DCC/CTCP support, the
ability to connect to SSL servers, and over 65 built-in
commands.

Supybot is a clearly-written Python IRC framework and bot, intended to be both easily extensible and very flexible. Several modules are included by default. Numerous plugins are already written, including Google, Factoids, RSS, Quotes, and Relay. Plugins and their commands achieve greater utility via command nesting, something that no other IRC bot does. The user database is based on "capabilities" rather than obscure flags or arbitrary numeric "userlevels", giving the bot flexibility and fine-grained control (think ACLs vs. standard *nix permissions). Developing your own additions to the bot is simple with the base classes provided; writing a new command for the bot is as simple as writing a function. Unlike many other IRC frameworks, this simplicity is achieved at no cost to generality, which lets new programmers and old programmers alike feel at home in the framework.

LiCe is a powerful but easy-to-use script for the EPIC IRC client. It has many powerful features, including flood protection, userlists (and shitlists), automatic checking for updates, and per-channel settings.

SmartIRC is a PHP class for communication with IRC networks that conforms to the RFC 2812 (IRC Protocol). It's an API that handles all IRC protocol messages. It is designed for creating IRC bots, chatrooms, and showing IRC related info on Web pages.

Hybserv2 is a new and improved version of the now unsupported Hybserv, sporting new features, bugfixes, and more. It is specifically designed for Hybrid IRC servers, but may work with others as well. It includes OperServ, NickServ, ChanServ, MemoServ, StatServ, HelpServ, and Global. Each of the services can be enabled and disabled as necessary.
