I am able to register COM AddIn without administrator rights? If I store DLLs within Document or AppData/Local and setup registry keys only within CURRENT USER? Any ideas?

Yes its possible in general, but cause some issues.
The main issue is you lost the loadbehavior(3 to 2) from an user addin if someone starts the office application as administrator.
Your addin wont be loaded anymore in this case, even you start the application without admin rights later on.
This is by design(COM) and regardless from NetOffice.
