Seen with gtk-clients at least: Tech clause entries for ones own techs are not present when one does not know what techs the other has. I think the intent is that one should be able to give techs they know themselves to have.
This is likely a bug in the check that the receiver can receive the techs - gui shouldn't prevent us from suggesting a clause when we *don't know* if it's possible or not.
